R E S O L U T I O N
         WHEREAS, The High Ground of Texas is celebrating its 20th
  anniversary in 2009, and this occasion presents a fine opportunity
  to celebrate the goals and achievements of this noteworthy
  organization; and
         WHEREAS, Developed in 1988, the High Ground is a regional
  marketing coalition dedicated to creating economic opportunity in
  West Texas by bringing new industry and prosperity to the region;
  and
         WHEREAS, The coalition's 75 members include cities and
  communities ranging in population from less than 5,000 to more than
  250,000, as well as counties, regional utilities, chambers of
  commerce, and economic development corporations; and
         WHEREAS, High Ground provides a variety of invaluable
  services to businesses interested in investing in West Texas,
  including location and site information, demographic data, access
  to funding sources, and information on community tax incentives;
  and
         WHEREAS, Skillfully led by executive director Lorie Vincent,
  the coalition is supported by a 15-person board made up of
  Foundation Members, Gold Members, Council of Governments
  representatives, and eight at-large members; and
         WHEREAS, For two decades, the High Ground of Texas has
  actively worked to encourage growth and opportunity for the
  citizens and communities of West Texas, and it is a pleasure to
  commend the members of the coalition for their contributions to
  furthering the prosperity of this vital region of the Lone Star
  State; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate the High Ground of Texas on its
  20th anniversary and extend to its members and staff sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the organization as an expression of great regard by
  the Texas House of Representatives.
