R E S O L U T I O N
         WHEREAS, Captain Johnny Mynar retired from the McLennan
  County Sheriff's Office after 34 years of service on November 30,
  2008, drawing to a close an exemplary career in law enforcement; and
         WHEREAS, Captain Mynar's notable tenure encompassed several
  different assignments with the sheriff's office; beginning as a
  jailer, he was soon promoted to the position of bailiff for the 54th
  District Court and worked for Judges Carl C. Anderson and Walter
  Smith; in 1982, he became the day shift supervisor, and while in
  that position, he earned the rank of sergeant when the sheriff's
  office instituted a rank structure for its uniformed personnel; and
         WHEREAS, Promoted to lieutenant in 1989, he took on the
  responsibilities of being assistant jail administrator, and his
  outstanding performance in that capacity led to his appointment as
  jail administrator and his promotion to the rank of captain in 1998;
  these administrative positions enabled Captain Mynar to play an
  instrumental role in developing the McLennan County Jail Division
  and helping it to effectively adapt to the challenges presented by a
  growing county and an increasing inmate population; and
         WHEREAS, This respected officer was a member of the American
  Jail Association, the Texas Jail Association, the Commission on
  Jail Standards, and the Texas Association of Counties, and his
  affiliation with those organizations allowed him to learn from and
  share valuable information with colleagues throughout Texas; and
         WHEREAS, An assured leader in a range of endeavors, Captain
  Mynar was a member of the school board for the West Independent
  School District for six years and is a former president and longtime
  member of the West Kiwanis; he currently serves as president of the
  Cottonwood Water Board and holds a seat on the board of the West
  Fair and Rodeo; he and his wife, Cheryl, reside in West, and Mr.
  Mynar is looking forward to spending more time on their farm during
  his retirement years; and
         WHEREAS, For more than three decades, Johnny Mynar
  distinguished himself in his efforts to serve and protect the
  citizens of McLennan County, and he may indeed reflect with pride on
  his outstanding record of achievement during his years in uniform;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Johnny Mynar on his retirement from
  the McLennan County Sheriff's Office and extend to him sincere best
  wishes for continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Captain Mynar as an expression of high regard by the
  Texas House of Representatives.
