R E S O L U T I O N
         WHEREAS, The Fifth Ward Enrichment Program is hosting its
  11th annual Heart of Houston luncheon on June 23, 2009; and
         WHEREAS, A fundraiser to support the FWEP's community
  initiatives, the Heart of Houston luncheon recognizes those
  individuals who have demonstrated an exemplary commitment to
  citizens of Houston through their philanthropic endeavors, and this
  year's honorees are Mr. and Mrs. Percy "Frenchy" Creuzot and
  Dr. Felix L. Cook; and
         WHEREAS, Founded in 1984, the FWEP was designed to address
  the issues of crime, gangs, drug use, and teenage pregnancy, as well
  as the increased numbers of high school dropouts and single-parent
  households; seeking to empower area youth and to encourage them to
  make sound and healthy decisions, the organization promotes
  goal-setting, improved self-esteem, and leadership development,
  and it provides education and mentorship from positive role models;
  and
         WHEREAS, The FWEP collaborates with a number of other
  community-based groups and reaches approximately 250 African
  American and Hispanic young men from the northern region of the
  Houston Independent School District, and its efforts have ensured
  that more than 90 percent of its senior class participants are
  graduating from high school each year; the wide range of programs
  currently sponsored by the FWEP includes alternative afterschool
  activities, weekend field trips, summer community service and
  employment projects, counseling and tutoring, academic
  competitions, career and technology training, and personal
  development seminars; and
         WHEREAS, This noteworthy organization is providing important
  opportunities for many young Texans, and in so doing, it is bringing
  lasting benefits to its participants, their families, and this
  state; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby honor the Fifth Ward Enrichment Program on the
  occasion of the 2009 Heart of Houston luncheon and extend to all
  those associated with the organization sincere best wishes for the
  future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the FWEP as an expression of high regard by the Texas
  House of Representatives.
