R E S O L U T I O N
         WHEREAS, Dalia de la O Carr has been named 2008 Woman of the
  Year by the Mercedes Chamber of Commerce; and
         WHEREAS, The proprietor of El Fenix Café, a family restaurant
  that has served the area for decades, Ms. Carr has given selflessly
  of her time and talents to heighten awareness of autism and raise
  funds to help bring more resources to the Rio Grande Valley for
  children diagnosed with autism and their families; and
         WHEREAS, Ms. Carr held a barbecue benefit in April 2007 that
  raised more than $2,500 for the Autism Council for Educational
  Support and Scientific Studies, a nonprofit foundation assisting
  children with autism spectrum disorders; the next year, she worked
  diligently to help establish a motorcycle rally and fund-raiser in
  support of autism research; although she suffered several family
  tragedies in 2008, and is now raising a son with autism on her own
  while running two businesses, she still found the time to organize
  several barbecues to raise money for hospital and funeral expenses
  for friends and acquaintances in need; and
         WHEREAS, In April 2009, Ms. Carr and El Fenix Café sponsored
  the second annual Autism Awareness Bike Rally, hosting
  motorcyclists from across the Rio Grande Valley to raise funds for a
  new preschool for children with autism in Harlingen; the growing
  event offered the community an opportunity to learn more about
  autism, and Ms. Carr has furthered that goal through appearances on
  television and interviews in numerous publications; and
         WHEREAS, This dynamic Mercedes native serves on a number of
  civic committees and contributes to her community in many ways; she
  has triumphed in spite of adversity and can indeed take pride in the
  positive difference she has made through her worthwhile endeavors;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Dalia de la O Carr on being named
  the 2008 Woman of the Year by the Mercedes Chamber of Commerce and
  extend to her sincere best wishes for continued success; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Carr as an expression of high regard by the Texas
  House of Representatives.
