R E S O L U T I O N
         WHEREAS, Rosalinda R. Ybanez was sworn in as the first
  Hispanic female president of the Houston Police Organization of
  Spanish Speaking Officers on April 1, 2009; and
         WHEREAS, Also the first Hispanic female to head a police
  organization in Texas, Officer Ybanez has had a distinguished
  career with HPD; joining the department as a patrol officer, she
  went on to become an investigator in the homicide division, family
  violence unit, where she served for a decade; and
         WHEREAS, Officer Ybanez currently works in a specialized
  division, and she belongs to a number of professional groups,
  including the Texas Hispanic Peace Officers Association and the
  Houston Police Officers Union; in addition, she is a valued member
  of the Hispanic Officer of the Year committee and the Mayor's
  Hispanic Advisory Board; and
         WHEREAS, The Houston Police Organization of Spanish Speaking
  Officers assists minorities with the special issues they face in
  their day-to-day work lives; in her new role, Officer Ybanez
  represents OSSO members in employee group meetings with the chief
  of police and she oversees the organization's many worthwhile
  community outreach efforts; and
         WHEREAS, Dedicated to her profession, Rosalinda Ybanez has
  earned the respect and admiration of her fellow officers, and her
  outstanding leadership will continue to enhance the aims of the
  Organization of Spanish Speaking Officers; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby honor Rosalinda R. Ybanez on her election as the
  first Hispanic female president of the Houston Police Organization
  of Spanish Speaking Officers and extend to her sincere best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Officer Ybanez as an expression of high regard by the
  Texas House of Representatives.
