R E S O L U T I O N
         WHEREAS, In honor of a lifetime of devoted service to law
  enforcement and the martial arts, the Texas House of
  Representatives is pleased to recognize August 8, 2009, as Robert
  K. Koga Day in Texas; and
         WHEREAS, Interned with his family at Topaz Internment Camp in
  Utah during World War II, Mr. Koga first learned martial arts at the
  age of 12, in order to defend himself from the gangs that formed
  within the facility; he later went on to study Greco-Roman
  wrestling in high school; and
         WHEREAS, In 1949, Mr. Koga answered his nation's call to duty
  and enlisted in the U.S. Air Force, and while serving in Japan and
  Korea he continued his pursuit of excellence in the martial arts;
  and
         WHEREAS, In 1955, Mr. Koga joined the Los Angeles Police
  Department, where he worked in the patrol, narcotics, detective,
  and traffic and training divisions until his retirement in 1979;
  and
         WHEREAS, Mr. Koga studied under Aikido master Koichi Tohei in
  the 1960s, and he went on to develop his own system, Koga Jutsu, a
  system of self-defense and arrest control techniques designed for
  use by police officers; and
         WHEREAS, The author of four books on this powerful martial
  art, Mr. Koga has trained officers in the technique around the
  world, offering instruction to Navy Seals, the Delta Force, the
  Royal Canadian Mounted Police, and the Royal Brigade Guards of the
  King of Saudi Arabia; the Koga method has also been taught at police
  academies across the United States and in Mexico and China; and
         WHEREAS, For 25 years, Mr. Koga has been certifying
  instructors of the Carrollton Police Department in his techniques,
  and for the past 16 years, this dedicated law enforcement
  professional has journeyed to Carrollton on a regular basis to
  personally train the department's instructors; and
         WHEREAS, A world-renowned expert in the effective use of
  martial arts techniques for peace officers, Robert Koga has made a
  vital difference in the lives of the men and women of the Carrollton
  Police Department, helping to ensure their safety and effectiveness
  in the execution of their duties; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby recognize August 8, 2009, as Robert K. Koga Day
  in the State of Texas and extend to him sincere best wishes for
  continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Koga as an expression of high regard by the Texas
  House of Representatives.
