R E S O L U T I O N
         WHEREAS, Words cannot diminish the sorrow caused by a young
  life cut short, but all those who shared in the love and friendship
  of George Frazier Riggs may find comfort in their memories of this
  exuberant and caring man, who died on May 25, 2008, at the age of 19;
  and
         WHEREAS, Frazier Riggs was born on April 10, 1989, to George
  and ViCindy Riggs; a seventh-generation resident of Pecos County,
  he was named in honor of his great-great-great-grandfather, who was
  the first Pecos County judge; and
         WHEREAS, This notable young man was a valued member of the
  local 4-H for a decade, and enjoyed showing livestock, shooting
  sports, baseball, and football; while attending Fort Stockton High
  School, he learned to weld by constructing hunting buggies, and as a
  self-taught mechanic, he bought his own Mustang and rebuilt the car
  from the ground up; and
         WHEREAS, In the evenings, Mr. Riggs further developed his
  skills by taking courses in aircraft repair; after graduating from
  high school in May 2007, he went on to work on pipelines in Texas,
  New Mexico, and Arizona; and
         WHEREAS, Mr. Riggs was known for his sunny personality, and
  through the years he brightened the lives of others with his
  "million dollar smile"; and
         WHEREAS, Frazier Riggs lived his days to the fullest,
  bringing happiness to many along the way; although he is deeply
  missed, those fortunate enough to have known him will forever
  remember the joy with which he lived; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby pay tribute to the life of George Frazier Riggs
  and extend deepest sympathy to the members of his family: to his
  mother, ViCindy Riggs; to his father and stepmother, George and
  Glenna Riggs; to his brother, Casey Wayne Riggs; to his sister,
  Rheannan Englehart; and to all those who mourn his passing; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of George
  Frazier Riggs.
