R E S O L U T I O N
         WHEREAS, Salvadore M. Hernandez has distinguished himself
  during his eight-year tenure as a member of the board of trustees of
  the San Antonio Water System (SAWS), and his exceptional service
  has helped ensure a safe and reliable water supply for residents of
  the San Antonio area; and
         WHEREAS, First appointed to the board in 2001, Mr. Hernandez
  was retained for a second four-year term in 2005 and is concluding
  his service in 2009; during his time as a trustee, he contributed to
  a number of major developments; SAWS added some 70,000 acre-feet of
  water rights, constructed the second largest aquifer storage and
  recovery project in the nation, and made substantial additions to
  its infrastructure, which included building nearly 1,800 miles of
  water and sewer lines; and
         WHEREAS, The system's significant growth was further
  reflected in the addition of 56,000 new water customers and 72,000
  new sewer customers; to help meet the needs of the many people
  served by SAWS, the board of trustees refined its water management
  plan, and it helped establish a sound financial basis for the
  utility that resulted in an improvement in the SAWS bond rating;
  moreover, the system earned numerous awards for its performance,
  including a commendation for the best tasting drinking water from
  the Texas section of the American Water Works Association; and
         WHEREAS, Mr. Hernandez draws on significant experience in the
  field of public health; after working in the food production
  industry, he spent six years with the San Antonio Metropolitan
  Health District and, during that period, became a registered
  professional sanitarian; in 1994, he joined the Texas Department of
  Health, which later became the Texas Department of State Health
  Services, where he has worked as a chief sanitarian and as a program
  administrator and presently devotes his efforts to the agency's
  Health Service Region 8; and
         WHEREAS, By contributing to the wise guidance of San
  Antonio's water resources as a member of the SAWS board of trustees,
  Sal Hernandez has helped further the city's present and future
  prosperity, and he may take justifiable pride in a job well done;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby commend Salvadore M. Hernandez for his
  outstanding service as a member of the San Antonio Water System
  board of trustees and extend to him sincere best wishes for
  continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Hernandez as an expression of high regard by the
  Texas House of Representatives.
