R E S O L U T I O N
         WHEREAS, Richard H. Garcia was sworn in for a second time as
  the mayor of Edinburg on May 12, 2009; and
         WHEREAS, Mayor Garcia first led the city between 2003 and
  2006, and he ran unopposed for election in 2009, having
  demonstrated outstanding dedication to the prosperity of the city
  as president of the Edinburg Economic Development Corporation since
  the end of his first term; and
         WHEREAS, Emphasizing the need for teamwork and regional
  cooperation among neighboring cities, Mayor Garcia is a strong
  proponent of economic development and job creation; he also is
  committed to increasing green space, continuing airport
  enhancements, and establishing an arts and entertainment district
  that would connect The University of Texas--Pan American with
  downtown Edinburg; and
         WHEREAS, This dynamic Edinburg native has a long history of
  public service; after graduating from UTPA and earning his law
  degree at Texas Southern University, he served as Edinburg
  Municipal Judge for 3 years and was a county court of law judge for
  16 years; in addition, he twice served as chair of the Texas Border
  Coalition and was appointed to the Texas Adult Probation
  Commission; and
         WHEREAS, The proud father of two daughters, Gina Garcia and
  Katherine Perez, Mayor Garcia is also a devoted grandfather to
  Richard and William Perez; and
         WHEREAS, Richard Garcia has outlined a clear vision for the
  future of Edinburg, and his expertise and skilled leadership will
  surely continue to benefit the community he is proud to call home;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Richard H. Garcia on his 2009
  election as mayor of Edinburg and extend to him sincere best wishes
  for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mayor Garcia as an expression of high regard by the
  Texas House of Representatives.
