R E S O L U T I O N
         WHEREAS, Lenora Carter of Houston has distinguished herself
  through her service to the community, and her leadership and
  generosity of spirit have earned her the heartfelt admiration of
  all who know her; and
         WHEREAS, "Doll" Carter enlightens and informs her fellow
  residents through her notable work with the Houston Forward Times;
  the largest independently owned and published African American
  newspaper in the South, the Times was founded in 1960 by Mrs.
  Carter's husband, the late Julius Carter; she began her tenure at
  the paper as its general manager and advertising director, and her
  responsibilities expanded following her husband's passing in 1971;
  today, she serves as CEO, managing editor, and publisher of the
  paper; and
         WHEREAS, Respected in her profession, Ms. Carter is a valued
  member of the Texas Press Association, and she has shared her
  expertise with the board of directors of Amalgamated Publishers and
  the National Newspaper Publishers Association, which she also
  served as secretary; and
         WHEREAS, Ms. Carter has further worked to make a positive
  difference in her community through her efforts with the Greater
  Houston Partnership and Eta Phi Beta Sorority-XI Chapter, as well
  as with the board of directors of Riverside National Bank,
  Riverside General Hospital, the Eliza Johnson Home for the Aged,
  Society for the Performing Arts, Texas Independent Bank, UNCF, and
  the YMCA; and
         WHEREAS, This esteemed woman has earned many well-deserved
  honors, and her achievements include receipt of the NAACP Mickey
  Leland Humanitarian Award, the Toombs-Brown Award from
  Professional Black Women's Enterprise, Inc., the Pacesetters Award
  from the National Council of Negro Women, and the Ethel Ransom Art
  and Literary Outstanding Leadership award, to name but a few; and
         WHEREAS, A native of Corrigan, Ms. Carter graduated from
  McNary High School in McNary, Arizona, and studied business
  administration at Arizona State University; she is the proud mother
  of two daughters, Constance Yvette and Karen Yvonne, and the
  beloved grandmother of Jesse, Chelsea, and Nykayla; and
         WHEREAS, Those individuals who give generously of their time
  to help others are indeed deserving of our profound gratitude, and
  it is a pleasure to honor Lenora Carter, who has enriched the lives
  of countless people with her dedicated civic engagement; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby commend Lenora Carter for her many outstanding
  contributions to the betterment of her community and extend to her
  sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Carter as an expression of high regard by the Texas
  House of Representatives.
