R E S O L U T I O N
         WHEREAS, Joel T. Allison, president and chief executive of
  Baylor Health Care System in Dallas, has received the 2008 Earl M.
  Collier Award for Distinguished Health Care Administration from the
  Texas Hospital Association; and
         WHEREAS, Established in 1965, the Collier Award is the
  highest bestowed by the THA, one of the largest hospital
  associations in the country; the award acknowledges the leadership
  qualities exemplified by its namesake, who is regarded as the dean
  of hospital administration in Texas; and
         WHEREAS, Mr. Allison graduated from Baylor University and
  went on to earn a master's degree in health care administration from
  Trinity University, later also completing the advanced management
  program at Harvard Business School; he began his career in health
  care as an intern at Hendrick Medical Center in Abilene and within
  six years had risen to become executive vice president and chief
  operating officer; in 1981, he accepted a position in his native
  Missouri and began to build a reputation as an exceptionally able
  strategic manager in turnaround situations; and
         WHEREAS, After heading hospitals in Amarillo and Corpus
  Christi, Mr. Allison joined Baylor Health Care System in 1993 as
  senior executive vice president and chief operating officer; seven
  years later, he was promoted to the top post of this growing network
  of hospitals, primary and specialty care centers, and
  rehabilitation clinics; using his experience at the cutting edge of
  change, he has further developed Baylor's commitment to
  patient-focused health care and clinical enterprise; in addition to
  establishing a quality initiative for the system, which has more
  than 16,000 employees and 2,800 physicians, he has increased its
  emphasis on medical education and health care research; and
         WHEREAS, The numerous accolades accorded Mr. Allison include
  an honorary doctorate in humanities from Dallas Baptist University;
  Modern Healthcare has named him one of the "100 Most Powerful People
  in Healthcare" for the past four years and recognized him in 2005
  with the CEO IT Achievement Award; moreover, Baylor University
  selected him as its Distinguished Alumnus in 2004 and he has
  received the Leonard A. Duce Award from the Trinity University
  Healthcare Alumni Association; and
         WHEREAS, A fellow of the American College of Healthcare
  Executives, Mr. Allison serves on the Healthcare Leadership
  Council, the National Quality Forum, and the international board of
  United Surgical Partners; he also serves on numerous state and
  local boards for professional associations and civic
  organizations, among them VHA Texas, the Dallas Citizens Council,
  and the Dallas Regional Chamber; and
         WHEREAS, Joel Allison has demonstrated remarkable vision and
  skill throughout more than three decades as a health care
  administrator, and his energy, enthusiasm, and dedication to
  excellence are an inspiration to all; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Joel Allison on receiving the 2008
  Earl M. Collier Award for Distinguished Health Care Administration
  from the Texas Hospital Association and extend to him sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Allison as an expression of high regard by the
  Texas House of Representatives.
