R E S O L U T I O N
         WHEREAS, Dick Messbarger has contributed greatly to the
  betterment of his community and the State of Texas for many years;
  and
         WHEREAS, A veteran of the U.S. Navy who served during the
  Vietnam War, Mr. Messbarger earned his bachelor's degree from
  St. Mary's University, and he worked for a time as the principal of
  Corpus Christi Academy before moving to Kingsville in 1972; and
         WHEREAS, Entering a new career path, he became general
  manager of radio stations KINE and KPUP and managing editor of the
  Kingsville Record and Bishop News; and
         WHEREAS, Since 1988, Mr. Messbarger has distinguished
  himself in Kingsville as executive director of the Greater
  Kingsville Economic Development Council; he has further shared his
  leadership as president of the Kingsville chapter of the Navy
  League, and he currently plays a vital role as secretary of the
  Kingsville Area Industrial Development Foundation board and the
  Coastal Bend Community Foundation, as a board member of the Coastal
  Bend Housing Finance Corporation, and as chair of the Texas
  Defense, Aviation, and Aerospace Alliance; and
         WHEREAS, Mr. Messbarger was named the 2008 Kingsville Citizen
  of the Year by the local chamber of commerce, and he was honored
  with the Sam Walton Business Leader Award in 1998 and the Community
  Economic Development Award from the Texas Economic Development
  Council in 1998 and 2000; and
         WHEREAS, Dick Messbarger has long played a leading role in
  the growth and prosperity of Kingsville, and he may indeed reflect
  with pride on the many significant contributions he has made to the
  betterment of his community; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby commend Dick Messbarger for his exemplary record
  of civic engagement and extend to him sincere best wishes for
  continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Messbarger as an expression of high regard by the
  Texas House of Representatives.
