R E S O L U T I O N
         WHEREAS, McAllen assistant city manager Pilar Rodriguez has
  received the 2008 Professional Manager of the Year in Emergency
  Management Award from the Texas Chapter of the American Public
  Works Association for his outstanding career service acheivements;
  and
         WHEREAS, Mr. Rodriguez oversees McAllen's public works,
  engineering, and development services, and he has been instrumental
  in the creation of Public Works Task Force 1, a regional team of
  public works professionals who respond to natural and man-made
  disasters; and
         WHEREAS, His accomplishments in recent years include
  directing the Public Works Department's response to torrential
  rains in July 2007, when more than 15 million gallons of water were
  pumped to help alleviate flooding, and leading its efforts to
  mitigate the threat of wildfires; in addition, Mr. Rodriguez serves
  as McAllen's deputy emergency management coordinator, and during
  the 2007 hurricane season he helped prepare for a possible mass
  evacuation in anticipation of Hurricane Dean; and
         WHEREAS, Mr. Rodriguez has further distinguished himself as
  deputy fire chief for the Pharr Volunteer Fire Department for the
  past 15 years; and
         WHEREAS, A skilled and dedicated public servant, Pilar
  Rodriguez contributes daily to the quality of life in the McAllen
  community, and his outstanding emergency preparation efforts are
  especially  worthy of recognition; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Pilar Rodriguez on his receipt of
  the 2008 Professional Manager of the Year in Emergency Management
  Award and extend to him sincere best wishes for continued success
  and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Rodriguez as an expression of high regard by the
  Texas House of Representatives.
