R E S O L U T I O N
         WHEREAS, The Honorable David Cobos of Midland County has been
  named Judge of the Year for 2009 by the West Texas Justices of the
  Peace and Constables Association; and
         WHEREAS, This dedicated public servant has been justice of
  the peace for Precinct 2 since 1997, and over the course of his
  tenure he has worked diligently to curb truancy in local schools; he
  has also served as legislative committee chair of the West Texas
  Justices of the Peace and Constables Association; and
         WHEREAS, A native of the El Paso area, Judge Cobos attended
  Hardin-Simmons University and joined the Midland County Sheriff's
  Office in 1979; he helped to found the Midland Crime Stoppers
  organization and served as the director of Texas Crime Stoppers in
  Austin during the administrations of Governors Bill Clements, Ann
  Richards, and George W. Bush; and
         WHEREAS, Judge Cobos embodies the highest ideals of his
  office, and through his efforts in behalf of his fellow Texans, he
  has rendered immeasurable service to his community; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Midland County justice of the peace
  David Cobos on his selection as the 2009 Judge of the Year by the
  West Texas Justices of the Peace and Constables Association and
  extend to him sincere best wishes for continued success with his
  important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Judge Cobos as an expression of high regard by the
  Texas House of Representatives.
