R E S O L U T I O N
         WHEREAS, Tom Plumlee, director of the Tarrant County
  Community Supervision and Corrections Department (CSCD), is
  retiring in 2009 after devoting more than two decades to the adult
  probation profession in Texas; and
         WHEREAS, A summa cum laude graduate of Sam Houston State
  University, Mr. Plumlee began his career as assistant city manager
  in Canyon in 1974; he went on to contribute to the development of
  the criminal justice system in Amarillo as director of regional
  planning and program development for the Panhandle Regional Council
  of Government; during his tenure, which spanned from 1978 to 1981,
  he oversaw several federal and state programs, including those
  related to criminal justice, in a 25-county area; and
         WHEREAS, Mr. Plumlee later became a probation officer and
  court officer for the Dallas County Probation Department before
  advancing to the position of CSCD director for Potter, Randall, and
  Armstrong Counties; in May 2001, he took over that role for Tarrant
  County, where he currently serves with dedication and integrity;
  and
         WHEREAS, Considered one of the most progressive leaders in
  the field of probation, Mr. Plumlee is an avid proponent of
  evidence-based practices; moreover, he has always been open to new
  ideas and approaches to management and corrections and is not
  afraid to take risks; highly respected by his peers, he serves as a
  mentor and role model to many probation professionals, and several
  of his employees have gone on to become probation directors
  themselves; and
         WHEREAS, Mr. Plumlee has served as chair of the Adult
  Legislative Committee for the Texas Probation Association for two
  legislative sessions and as chair of the Probation Advisory
  Committee, and he is a member of the American Probation and Parole
  Association, the National Association of Probation Executives, and
  the Texas Probation Association; and
         WHEREAS, This esteemed public servant was recognized with the
  Brian J. Kelly Award for Outstanding Administrative Achievement in
  community corrections in 2003, the Sam Houston State University
  Probation Executive of the Year Award from the National Association
  of Probation Executives in 2007, and the Texas Probation
  Association Charles W. Hawkes Lifetime Achievement Award in 2008;
  and
         WHEREAS, Demonstrating exceptional skill and commitment
  throughout his distinguished career, Tom Plumlee has provided
  leadership, innovation, and a focus-driven planning process for
  adult probation departments in Texas, and in so doing, he has had a
  significant impact on the delivery of probation services in the
  state; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Tom Plumlee on his retirement from
  the Tarrant County Community Supervision and Corrections
  Department and extend to him best wishes for continued success and
  happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Plumlee as an expression of high regard by the
  Texas House of Representatives.
