R E S O L U T I O N
         WHEREAS, The Valley Building Officials Association in South
  Texas is celebrating the 50th anniversary of its founding in 2009;
  and
         WHEREAS, During the 1950s, communities in the Lower Rio
  Grande Valley were adopting housing and building codes in order to
  qualify for state and federal funds; some community members,
  however, began to question the effectiveness of local code
  enforcement; and
         WHEREAS, In 1959, in response to these concerns, building
  officials for the City of Edinburg took the lead in establishing an
  organization called the Building Trades Inspectors Association of
  the Lower Rio Grande Valley; the group changed its name to the
  Valley Building Officials Association in 1964; and
         WHEREAS, Thanks to the hard work and determination of
  dedicated building inspectors over the past half-century, the VBOA
  has continued to serve the citizens of the Valley by expanding the
  knowledge and unifying the procedures of building officials
  throughout the area; since the establishment of this pioneering
  association, similar groups have been created across the region and
  the state; and
         WHEREAS, These outstanding municipal and industry
  professionals have contributed greatly to the quality of life in
  the Lower Rio Grande Valley, and they may take great pride in their
  proud history; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby honor the Valley Building Officials Association
  on the 50th anniversary of its founding and extend to the
  association's members sincere best wishes for continued success;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the association as an expression of high regard by the
  Texas House of Representatives.
