R E S O L U T I O N
         WHEREAS, Through their participation in the Speak Up! Speak
  Out! program, students at Horizon High School in El Paso are
  discovering the many ways they can make a difference in their
  community; and
         WHEREAS, An initiative of the Annette Strauss Institute for
  Civic Participation at The University of Texas at Austin, Speak Up!
  Speak Out! is an innovative civic education program that allows
  high school students to identify community problems and develop
  creative and viable solutions; working in teams, the students
  present their findings to area leaders at the annual spring civics
  fair, which was held this year on May 21, 2009, on the UT-Austin
  campus; and
         WHEREAS, Teacher Andrea Figueroa has demonstrated
  outstanding leadership in her work with the Speak Up! Speak Out!
  program at Horizon High; in cooperation with the staff, mentors,
  and volunteer judges who assist with the program, this esteemed
  educator is playing an admirable role in encouraging our youth to
  take an interest in civic matters; and
         WHEREAS, A democratic form of government depends on the
  informed participation of its people, and the skills and knowledge
  gained through Speak Up! Speak Out! are preparing many young Texans
  to become engaged, productive citizens of the Lone Star State; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby recognize the Speak Up! Speak Out! program and
  its participants at Horizon High School and commend all those
  involved in this noteworthy initiative for their contributions;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the school and for the Annette Strauss Institute for
  Civic Participation as an expression of high regard by the Texas
  House of Representatives.
