R E S O L U T I O N
         WHEREAS, Diane Lacy has distinguished herself as a Jeff Davis
  County commissioner for six years, and her dedicated leadership has
  greatly benefited her fellow residents; and
         WHEREAS, During her tenure, Ms. Lacy worked diligently to
  promote her vision for maintaining the culture and heritage of Jeff
  Davis County and preserving private property rights; she
  demonstrated an outstanding commitment to fiduciary responsibility
  and prioritizing the needs of the county as a whole, and she served
  as the county representative to the Rio Grande Council of
  Governments Regional Solid Waste Advisory Committee; and
         WHEREAS, Ms. Lacy added a new chapter to her ranching
  family's proud history of public service; her husband, Chris Lacy,
  served as a county commissioner for 12 years, and his grandfather,
  Herbert Kokernot, Jr., served in that role for a remarkable 67
  consecutive years; and
         WHEREAS, Deeply committed to her community, Ms. Lacy is a
  former president of the Davis Mountains Trans-Pecos Heritage
  Association, a grassroots organization that strives to protect and
  preserve private property rights; she continues to chair its
  newsletter, Conservation Roundup, which is distributed free to
  schools to educate young people about ranch life, land, livestock,
  and wildlife management, and writes a serialized story for each
  issue; moreover, she serves on the board of the Big Bend Museum of
  Western Heritage; and
         WHEREAS, This dynamic Fort Davis resident has won numerous
  awards in her professional career as a Western artist and
  photographer, and her work has appeared in such publications as
  Cowboys and Indians Magazine, Cattleman Magazine, and Texas
  Hereford Magazine, as well as in many prestigious exhibitions; in
  addition, she works cattle at her family's Kokernot o6 Ranch and is
  experienced as a location scout and liaison for the ranch, which has
  been featured in national ad campaigns, movies, and such
  publications as National Geographic; and
         WHEREAS, Each day, public servants improve the quality of
  life for their fellow citizens in innumerable ways, and the efforts
  of Diane Lacy have helped to make Jeff Davis County an even better
  place in which to live and work; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby honor Diane Lacy for her exemplary service as a
  Jeff Davis County commissioner and extend to her best wishes for
  success in her future endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Lacy as an expression of high regard by the Texas
  House of Representatives.
