R E S O L U T I O N
         WHEREAS, Fire Marshal David Brannon and Deputy Fire Marshal
  Debbie Taylor of the Pasadena Fire Department have been recognized
  with the 2009 John R. Rauch Award from the Texas Chapter of the
  International Association of Arson Investigators; and
         WHEREAS, Awarded for excellence in arson investigation
  training and in the promotion of fire education, the Rauch Award was
  presented at the annual Texas Fire and Arson Investigators
  Conference in Austin on March 26, 2009; and
         WHEREAS, Marshal Brannon and Deputy Marshal Taylor received
  the award for their creation and implementation of a juvenile
  fire-setter intervention program in Pasadena; designed for youth
  who might have an unhealthy interest in fire, the program helps to
  divert these children from behavior that could endanger themselves
  or others; and
         WHEREAS, Participants in the program range in age from 3 to
  17; after a child goes through an initial session with fire
  department staff, Deputy Marshal Taylor follows up with the child
  for a year; in the past five years, the program has boasted a 100
  percent success rate in preventing risky or harmful behavior; and
         WHEREAS, With this innovative effort, David Brannon and
  Debbie Taylor have contributed greatly to the safety of their
  community, and they are indeed deserving of this prestigious
  recognition from their peers; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby congratulate Pasadena Fire Marshal David
  Brannon and Deputy Fire Marshal Debbie Taylor on winning the John R.
  Rauch Award and extend to them sincere best wishes for continued
  success in their important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Marshal Brannon and Deputy Marshal Taylor as an
  expression of high regard by the Texas House of Representatives.
