R E S O L U T I O N
         WHEREAS, Salvador Balcorta, the CEO of Centro de Salud
  Familiar La Fe in El Paso, is a nationally recognized community
  activist and Chicano civil rights leader; and
         WHEREAS, Mr. Balcorta has led La Fe since 1992, and under his
  visionary guidance the organization has evolved from a small health
  care clinic in a Mexican American barrio to a comprehensive health
  and human services organization; committed to improving the lives
  of border residents, Mr. Balcorta oversees an array of programs
  that are designed to promote total wellness, while honoring the
  culture and traditions of those being served; among these
  undertakings are a number of health care facilities, as well as a
  community development corporation, a charter school, a culture and
  technology center, and a policy research and education center; and
         WHEREAS, Raised in the barrio where La Fe originated and the
  holder of a master's degree in social work, Mr. Balcorta lectures
  across the country on health and social issues; he has also served
  on such panels as the U.S. Secretary of Health and Human Services
  National Advisory Committee on Minority Health, the Texas
  Governor's Advisory Committee on Immigration and Refugee Affairs,
  the National Council of La Raza Board of Directors and Executive
  Committee, and the national Commission on Safety and Abuse in
  America's Prisons; and
         WHEREAS, This distinguished Texan is the recipient of many
  well-deserved accolades, including the Lifetime Achievement Award
  of the National Association of Social Workers and the Lucy G. Acosta
  Humanitarian Award of the League of United Latin American
  Citizens--Project Amistad; and
         WHEREAS, Salvador Balcorta has held fast to a goal of
  fostering proud, healthy, vibrant communities, and during his
  outstanding tenure with La Fe he has contributed immeasurably to
  the advancement of that worthy cause; now, therefore, be it
         RESOLVED, That the House of Representatives of the 81st Texas
  Legislature hereby commend Salvador Balcorta for his exceptional
  community service and extend to him sincere best wishes for
  continued success in all his endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Balcorta as an expression of high regard by the
  Texas House of Representatives.
