A BILL TO BE ENTITLED
 
AN ACT
  relating to appropriations to the Department of State Health
  Services for the prevention and treatment of substance abuse.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  APPROPRIATION.  In addition to other amounts
  appropriated to the Department of State Health Services for the
  state fiscal years ending August 31, 2010, and August 31, 2011, that
  may be used for the purpose of preventing substance abuse by
  students in Texas schools, the amount of $10 million is
  appropriated to the department out of the general revenue fund for
  the state fiscal year ending August 31, 2010, and the amount of $10
  million is appropriated to the department out of the general
  revenue fund for the state fiscal year ending August 31, 2011, to
  provide 350 to 450 additional Texas schools with evidence-based
  prevention programs designed to decrease risk factors for and
  increase protective factors against substance abuse.
         SECTION 2.  APPROPRIATION.  In addition to other amounts
  appropriated to the Department of State Health Services for the
  state fiscal years ending August 31, 2010, and August 31, 2011, that
  may be used to advance the provision of evidence-based treatment
  practices for substance abuse, the amount of $10 million is
  appropriated to the department out of the general revenue fund for
  the state fiscal year ending August 31, 2010, and the amount of $10
  million is appropriated to the department out of the general
  revenue fund for the state fiscal year ending August 31, 2011, to
  advance the provision of evidence-based treatment practices,
  including pharmacological interventions, for substance abuse.
         SECTION 3.  APPROPRIATION.  In addition to other amounts
  appropriated to the Department of State Health Services for the
  state fiscal years ending August 31, 2010, and August 31, 2011, that
  may be used to establish case management and early recovery support
  services for substance abuse, the amount of $10 million is
  appropriated to the department out of the general revenue fund for
  the state fiscal year ending August 31, 2010, and the amount of $10
  million is appropriated to the department out of the general
  revenue fund for the state fiscal year ending August 31, 2011, to
  establish case management and early recovery support services for
  substance abuse in the 11 state health and human services regions
  defined by the Health and Human Services Commission.
         SECTION 4.  EFFECTIVE DATE.  This Act takes effect September
  1, 2009.
