A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the designation of the office of the governor as the |
|
lead agency for border security. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter A, Chapter 421, Government Code, is |
|
amended by adding Section 421.0024 to read as follows: |
|
Sec. 421.0024. LEAD BORDER SECURITY AGENCY. (a) The office |
|
of the governor is the lead agency for security at or near this |
|
state's international border. |
|
(b) The office of the governor and each agency with a |
|
mission that includes homeland security, border security, or border |
|
support shall adopt border security as a core mission. |
|
(c) The office of the governor, in coordination with the |
|
Department of Public Safety of the State of Texas, shall provide |
|
guidance to each agency described by Subsection (b) in order to |
|
establish unity of effort and clarification of roles and |
|
responsibilities related to border security. |
|
(d) With direction from the office of the governor and in |
|
coordination with the Border Security Council, the Department of |
|
Public Safety of the State of Texas shall provide an annual report |
|
to the legislature outlining: |
|
(1) coordination efforts related to border security |
|
during the preceding year; |
|
(2) achievements of agencies described by Subsection |
|
(b) related to border security during the preceding year; and |
|
(3) the cost-effectiveness of border security-related |
|
expenditures made during the preceding year. |
|
SECTION 2. This Act takes effect September 1, 2009. |
