A BILL TO BE ENTITLED
 
AN ACT
  relating to parking placard applications by persons with a mobility
  problem caused by an impairment of vision.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 681.003(e), Transportation Code, is
  amended to read as follows:
         (e)  If a first application for a disabled parking placard
  under this section is made by or on behalf of a person with a
  mobility problem caused by:
               (1)  a disorder of the foot, the notarized written
  statement or written prescription required by Subsection (c) may be
  issued by a person licensed to practice podiatry in this state or a
  state adjacent to this state; or
               (2)  an impairment of vision, the notarized written
  statement or written prescription required by Subsection (c) may be
  issued by a person licensed to practice optometry or therapeutic
  optometry in this state or a state adjacent to this state.
         SECTION 2.  The changes in law made by this Act apply only to
  an application for a disabled parking placard submitted on or after
  the effective date of this Act. An application submitted before the
  effective date of this Act is governed by the law in effect on the
  date the application is submitted, and the former law is continued
  in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2009.
