A BILL TO BE ENTITLED
|
|
AN ACT
|
|
|
relating to the establishment of a shared database for deer breeder |
|
reporting requirements. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter L, Chapter 43, Parks and Wildlife |
|
Code, is amended by adding Section 43.369 to read as follows: |
|
Sec. 43.369. DEER BREEDER DATABASE. (a) In this section, |
|
"database" means the deer breeder database established under this |
|
section. |
|
(b) The department in conjunction with the Texas Animal |
|
Health Commission shall develop and maintain a database to be |
|
shared by both agencies. The database must include the reporting |
|
data required to be provided by each deer breeder: |
|
(1) to the department under this subchapter; and |
|
(2) to the Texas Animal Health Commission. |
|
(c) To the extent possible, the department and the Texas |
|
Animal Health Commission shall share the database to eliminate the |
|
need for a deer breeder to submit duplicate reports to the two |
|
agencies. |
|
(d) The Parks and Wildlife Commission and the Texas Animal |
|
Health Commission, by rule, shall provide incentives to deer |
|
breeders whose cooperation results in reduced costs and increased |
|
efficiency by offering: |
|
(1) reduced fees for the deer breeder permit; and |
|
(2) a permit with an extended duration. |
|
(e) The Parks and Wildlife Commission and the Texas Animal |
|
Health Commission may adopt rules to implement this section. |
|
SECTION 2. The Parks and Wildlife Department and the Texas |
|
Animal Health Commission shall develop a preliminary version of the |
|
deer breeder database required by this Act not later than June 1, |
|
2010. |
|
SECTION 3. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2009. |
