A BILL TO BE ENTITLED

AN ACT
|
|
|
relating to methods of delivery used by the secretary of state. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter B, Chapter 405, Government Code, is |
|
|
amended by adding Section 405.023 to read as follows: |
|
|
Sec. 405.023. ALTERNATIVE METHODS OF DELIVERY. When |
|
|
required by law to make a delivery using registered or certified |
|
|
mail, the secretary of state may use an alternative method of |
|
|
delivery if the secretary of state determines that the alternative |
|
|
method of delivery provides similar levels of accountability, |
|
|
timeliness, security, and quality of service. |
|
|
SECTION 2. This Act takes effect September 1, 2009. |
