A BILL TO BE ENTITLED
 
AN ACT
 
  relating to methods of delivery used by the secretary of state.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 405, Government Code, is
  amended by adding Section 405.023 to read as follows:
         Sec. 405.023.  ALTERNATIVE METHODS OF DELIVERY. When
  required by law to make a delivery using registered or certified
  mail, the secretary of state may use an alternative method of
  delivery if the secretary of state determines that the alternative
  method of delivery provides similar levels of accountability,
  timeliness, security, and quality of service.
         SECTION 2.  This Act takes effect September 1, 2009.
