A BILL TO BE ENTITLED
 
AN ACT
  relating to the development and implementation of a workforce
  diversity plan by certain state agencies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 802, Government Code, is
  amended by adding Section 802.109 to read as follows:
         Sec. 802.109.  WORKFORCE DIVERSITY PLAN. A public retirement
  system with more than 100 full-time employees shall:
               (1)  develop and implement a workforce diversity plan;
  and
               (2)  submit a report to the legislature on the contents
  of the plan and the composition of the system's workforce not later
  than December 1 of each even-numbered year.
         SECTION 2.  Subchapter B, Chapter 2052, Government Code, is
  amended by adding Section 2052.105 to read as follows:
         Sec. 2052.105.  WORKFORCE DIVERSITY PLAN.  A state agency in
  the executive branch of state government, including an institution
  of higher education as defined by Section 61.003, Education Code,
  with more than 100 full-time employees shall:
               (1)  develop and implement a workforce diversity plan;
  and
               (2)  submit a report to the legislature on the contents
  of the plan and the composition of the agency's workforce not later
  than December 1 of each even-numbered year.
         SECTION 3.  This Act takes effect September 1, 2009.
