A BILL TO BE ENTITLED
 
AN ACT
  relating to eliminating certain reporting requirements of
  university systems and institutions of higher education.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 2101.011, Government Code, is amended by
  adding Subsection (e) to read as follows:
         (e)  A university system or an institution of higher
  education as those terms are defined by Section 61.003, Education
  Code, may submit a comprehensive annual financial statement
  prepared to comply with generally accepted accounting and reporting
  standards applicable to institutions of higher education in place
  of the annual financial statement required by this section.
         SECTION 2.  Section 2101.0115, Government Code, is amended
  by adding Subsection (e) to read as follows:
         (e)  This section does not apply to a university system or an
  institution of higher education as those terms are defined by
  Section 61.003, Education Code.
         SECTION 3.  Section 412.042, Labor Code, is amended by
  adding Subsection (d) to read as follows:
         (d)  Subsection (c) does not apply to a university system or
  an institution of higher education as those terms are defined by
  Section 61.003, Education Code.
         SECTION 4.  Sections 33.083(d) and 61.0582, Education Code,
  are repealed.
         SECTION 5.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
