A BILL TO BE ENTITLED
 
AN ACT
  relating to the post-employment activities of county and other
  local public officials.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 171, Local Government Code, is amended
  by adding Section 171.011 to read as follows:
         Sec. 171.011.  POST-EMPLOYMENT ACTIVITIES (a)  In a county
  with a population of 3.3 million or more, a former local public
  official of the county, a precinct, a flood control district, or a
  hospital district may not
         (1)  make any communication to or appearance before the
  commissioners court or other governing body under which the
  official served, or any other official thereof, with the intent to
  influence official action on behalf of another before the second
  anniversary of the date the former official terminated employment
  or left office or
         (2)  represent any person or receive compensation for
  services rendered on behalf of any person regarding a particular
  matter in which the official personally participated or over which
  official had responsibility during the period of the official's
  public service.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
