A BILL TO BE ENTITLED
 
AN ACT
  relating to the authority of a commissioner of the Texas Workforce
  Commission.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 301.0015, Labor Code, is amended by
  adding Subsection (e) to read as follows:
         (e)  Notwithstanding Subsections (a) through (d) or any
  other law, including case law, a member of the commission may take a
  position on issues regulated by, or affecting the operation of, the
  commission. A member of the commission may present the member's
  opinion or give advice regarding such an issue to a legislative
  committee or a member of the legislature.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2009.
