CONCURRENT RESOLUTION
         WHEREAS, The Legislature of the State of Texas takes pleasure
  in recognizing Bell Helicopter Textron on the 10th anniversary of
  its Amarillo Military Aircraft Assembly Center; and
         WHEREAS, The Bell Helicopter Textron Military Aircraft
  Assembly Center contributes to Amarillo's economic vitality and
  employs over 800 talented West Texans; and
         WHEREAS, Bell Helicopter Textron began assembly activity on
  the V-22 Osprey tiltrotor aircraft on March 15, 1999, and delivered
  its 100th aircraft to the American military in May of 2008; the
  federal government has signed a five-year contract to step up the
  V-22 production in order to produce an additional 167 tiltrotor
  aircraft; and
         WHEREAS, In 2004, Bell added the H-1 Upgrade military program
  to the workload at the assembly center, and employees delivered 12
  of these helicopters to the United States Marine Corps in 2008; by
  2012, 28 helicopters per year will be delivered under a Full Rate
  Production Program; and
         WHEREAS, Through public and private partnerships with the
  City of Amarillo, the Amarillo Economic Development Corporation,
  and the Texas Workforce Skills Development Program, Bell Helicopter
  Textron has broken ground on an additional 176,072 square feet of
  production space for the assembly center and anticipates adding 450
  employees to its workforce by 2013; now, therefore, be it
         RESOLVED, That the 81st Legislature of the State of Texas
  hereby congratulate Bell Helicopter Textron on the 10th anniversary
  of its Amarillo Military Aircraft Assembly Center; and, be it
  further
         RESOLVED, That a copy of this resolution be prepared for Bell
  Helicopter Textron.
