SENATE JOINT RESOLUTION
  proposing a constitutional amendment authorizing the legislature
  to provide for uniform standards and procedures for appraisal of
  property for ad valorem tax purposes.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         ARTICLE 1.  Section 23(a), Article VIII, Texas Constitution,
  is amended to read as follows:
         Sec. 23.  APPRAISAL OF PROPERTY; ENFORCEMENT OF STANDARDS.  
  (a)  There shall be no statewide appraisal of real property for ad
  valorem tax purposes; however, this shall not preclude formula
  distribution of tax revenues to political subdivisions of the state
  or the specification in general law of the uniform standards and
  procedures to be used in the appraisal of property for ad valorem
  tax purposes.
         ARTICLE 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held in November 3,
  2009.  The ballot shall be printed to permit voting for or against
  the proposition:  "The constitutional amendment providing for
  uniform standards and procedures for appraisal of property for ad
  valorem tax purposes."
