SENATE RESOLUTION NO. 3
         WHEREAS, The Senate of the State of Texas is pleased to
  join citizens across the state in paying tribute to the men and
  women who volunteer to ensure the smooth functioning of the
  electoral process on the occasion of Volunteers for Democracy
  Day, which is being celebrated on January 13, 2009; and
         WHEREAS, The orderly and graceful transfer of power that
  characterizes the American electoral system is a model for the
  nations of the world to emulate, and the system's reliability and
  integrity are largely secured through the efforts of election
  volunteers; and
         WHEREAS, The precinct chairs, election judges, and other
  volunteers who guide and support our elections serve our state
  and nation with honor, passion, and patriotism as they strive to
  ensure that the ideals expressed in our founding documents
  continue to be upheld and advanced; and
         WHEREAS, Volunteers for Democracy Day was established by
  the 80th Texas Legislature to acknowledge the contributions of
  these men and women; the second Tuesday in January of each year
  has been set aside to honor their outstanding efforts; and
         WHEREAS, It is truly fitting that all Texans acknowledge
  the contributions of these men and women whose singular efforts
  play such a large role in our electoral process; now, therefore,
  be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby honor the election volunteers whose
  dedication helps to make our electoral process run smoothly and
  extend to them sincere gratitude for their hard work and
  commitment on Volunteers for Democracy Day; and, be it further
         RESOLVED, That a copy of this Resolution be prepared to
  commemorate this special day.
