SENATE RESOLUTION NO. 236
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Hal L. Fowler for his 32 years of service in Fannin
  County on the occasion of his retirement from the Fannin County
  Community Supervision and Corrections Department; and
 
         WHEREAS, Hal Fowler began his career in the field of
  corrections with the Texas Youth Commission in Lamar County,
  supervising juveniles as a caseworker; and
 
         WHEREAS, In 1977, Mr. Fowler was promoted to the position
  of Director of Fannin County Adult Probation, and he was the sole
  probation officer within the department for nine years; and
 
         WHEREAS, Mr. Fowler obtained a position with the Texas
  Board of Pardons and Paroles as a field officer in 1986; in 1989,
  Mr. Fowler left the corrections field and returned to his family
  ranch in Lamar County, where he worked until 1993, at which time
  he returned to corrections; and
 
         WHEREAS, Mr. Fowler's leadership and experience were
  instrumental in a successful effort to resume an independent
  probation department for Fannin County in 1994; the newly formed
  department allowed Fannin County to improve its use of funding
  from the state and to concentrate on the needs of the department
  and the community; and
 
         WHEREAS, As Director of the Fannin County Probation
  Department, Hal Fowler has developed special programs to address
  the needs of probationers and the community in Fannin County; and
 
         WHEREAS, Mr. Fowler created specialized caseloads for sex
  offenders, substance abusers, and persons sentenced to the
  Substance Abuse Felony Punishment Facility; Mr. Fowler was also
  instrumental in establishing a drug court in 2004 and a mental
  health court in 2009; and
 
         WHEREAS, Under Hal Fowler's leadership, the Fannin County
  Community Supervision and Corrections Department has grown from
  one probation officer and director to a staff of 10; and
 
         WHEREAS, Mr. Fowler has been instrumental in creating a
  three percent bonding program, which was adopted by the Fannin
  County Commissioners Court; and
 
         WHEREAS, Mr. Fowler has been active in various
  organizations apart from his probation career; he has been an
  active member of the First United Methodist Church for 30 years,
  a Honey Grove Independent School District School Board member for
  14 years, and a Honey Grove City Council member for four years; he
  has also been active in the Verne Cooper Education Foundation,
  the Valley of the Caddo Nation Board, the Southern States
  Corrections Association, the Texas Probation Association, the
  Texas Corrections Association, and the American Probation and
  Parole Association, and he is the cofounder of the Fannin County
  Literacy Council; and
 
         WHEREAS, Mr. Hal L. Fowler and his wife, Mary, will
  celebrate 41 years of marriage in March of 2009, and after
  retirement Hal intends to return to a life of full-time ranching;
  now, therefore, be it
 
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby commend Hal L. Fowler on his outstanding
  career and his unwavering dedication and service, and extend to
  him best wishes for the retirement years ahead; and, be it
  further
 
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
