SENATE RESOLUTION NO. 272
         WHEREAS, The Senate of the State of Texas is pleased to
  join the Urban League of Greater Dallas in paying tribute to
  Barbara Lord Watkins for her outstanding accomplishments and her
  many contributions to her community and her profession; and
         WHEREAS, Barbara Watkins will be recognized as a legacy
  honoree at the annual meeting of the Urban League of Greater
  Dallas on February 26, 2009; the Urban League is the nation's
  oldest and largest community-based movement devoted to
  empowering African Americans and others to enter the economic and
  social mainstream; and
         WHEREAS, President emerita of Parkland Foundation, Barbara
  Watkins has been instrumental in raising millions of dollars for
  the foundation to support programs and capital renovations at
  Parkland Health and Hospital System; and
         WHEREAS, She was previously the senior vice president of
  public affairs and patient services for the hospital system and
  worked on legislative issues, particularly issues related to
  underserved and indigent patients; she worked with the Visiting
  Nurse Association of Dallas and helped establish one of the first
  hospice home care programs in the state; and
         WHEREAS, Barbara Watkins has had a lifelong passion for
  helping others and volunteering before she began her career; she
  now serves on the executive committee for KERA-TV and the Dallas
  Historical Society and serves on the board of trustees of Medical
  City Hospital and the Parkland Foundation; she is a member of The
  Links, Incorporated; Executive Women of Dallas; and The Dallas
  Assembly; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby commend Barbara Lord Watkins for her service
  to her community and her many achievements and congratulate her
  on being named a legacy honoree by the Urban League of Greater
  Dallas; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  her as an expression of high regard from the Texas Senate.
