SENATE RESOLUTION NO. 373

WHEREAS, The Senate of the State of Texas is pleased to recognize Hidalgo Mayor John David Franz, who has been named Border Texan of the Year; and

WHEREAS, Mayor Franz was selected for the prestigious award from among several nominees from Rio Grande Valley municipalities by the Border Texan of the Year committee; the award will be formally presented to him at Borderfest's Border Texan of the Year dinner on March 5, 2009; and

WHEREAS, John David Franz was elected mayor of Hidalgo in 1990, and he has made outstanding progress in improving the financial condition of the city, which has become one of the most fiscally strong cities in the region largely because of the money generated by the international bridge and the Dodge Arena; and

WHEREAS, Mayor Franz was instrumental in bringing the arena to the city, and he chairs the Texas Municipal Facilities Corporation, which oversees its operation; and

WHEREAS, John David Franz has been active in the public sector since 1979, when he was appointed the city's municipal judge at the age of 18; his many years of public service are the result of the values instilled in him by his family, who taught him to work to improve the lives of others; now, therefore, be it

RESOLVED, That the Senate of the State of Texas, 81st Legislature, hereby commend Mayor John David Franz for his leadership in the City of Hidalgo and the border region and congratulate him on being named Border Texan of the Year; and, be it further

RESOLVED, That a copy of this Resolution be prepared for him as an expression of high regard from the Texas Senate.
