SENATE RESOLUTION NO. 495
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Captain Richard W. Holland, who is retiring after 32 years
  of outstanding service with the Houston Police Department; and
         WHEREAS, Captain Holland joined the Houston Police
  Department in 1977 as a member of the Houston Police Academy; he
  began his career as a patrol officer in the Northeast Patrol
  Division, and he was promoted to detective in 1980 and
  transferred to the Homicide Division, later also working in
  Internal Affairs and Central Patrol; and
         WHEREAS, Throughout his career, Captain Holland has been
  noted for his leadership, his technical expertise, and his
  ability to conduct complex criminal investigations; he rose
  rapidly through the ranks, earning the rank of sergeant in 1984,
  lieutenant in 1986, and captain in 1991; and
         WHEREAS, Talented and resourceful, Captain Holland has
  handled his many responsibilities with exceptional bravery and
  dedication; he has served in a wide array of positions, including
  as commander of the Employment Services, Homicide, and Criminal
  Intelligence Divisions and the Westside Command Station, and he
  has managed the Dignitary Protection Unit, the Joint Terrorism
  Task Force, the Community Defense Unit, the Technical
  Surveillance Unit, and Research and Analysis; and
         WHEREAS, Captain Holland has earned numerous accolades
  during his career, including the Crime Stoppers Johnny
  Klevenhagen Award, the Houston Police Department Manager of the
  Year award, and the Texas Jaycees Outstanding Young Law Officer
  award; and
         WHEREAS, An exemplary peace officer, Captain Holland is
  respected and admired by his colleagues, and his presence at the
  Houston Police Department will be greatly missed; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby commend Captain Richard Holland on his
  exceptional service to the people of Houston as a member of the
  Houston Police Department; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
