SENATE RESOLUTION NO. 650
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Lieutenant Charlie Richmond, who is retiring on April
  30, 2009, after more than 23 years of outstanding service with
  the Mesquite Police Department; and
         WHEREAS, A native of Muncie, Indiana, Lieutenant Richmond
  has also served our nation as a member of the United States Army,
  earning numerous awards and commendations, including two
  Meritorious Service Medals and the Department of Defense Joint
  Service Commendation Medal; and
         WHEREAS, Lieutenant Richmond joined the Mesquite Police
  Department on October 1, 1985; throughout his career, he has been
  noted for his determination to faithfully perform his job every
  day; and
         WHEREAS, Talented and resourceful, Lieutenant Richmond
  amassed an exemplary record, earning 17 commendations since 1995
  alone; he earned master, marksman, and expert ratings in pistol
  shooting; and
         WHEREAS, An exemplary peace officer, Lieutenant Richmond
  is respected and admired by his colleagues, and his presence at
  the Mesquite Police Department will be greatly missed; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby commend Lieutenant Charlie Richmond on his
  exceptional service to the Mesquite Police Department and extend
  to him best wishes for the retirement years ahead; and, be it
  further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
