SENATE RESOLUTION NO. 798
         WHEREAS, The year 2009 marks the 100th anniversary of the
  establishment of the Texas Department of Licensing and
  Regulation; and
         WHEREAS, The agency was created in 1909 as the Bureau of
  Labor Statistics to collect information on Texas employees and to
  address industrial issues affecting employers, employees, and
  the general public; by 1956 the Bureau of Labor Statistics had
  six divisions, and in 1989 the agency began operating under its
  current name and many of its labor functions were transferred to
  the Texas Employment Commission; and
         WHEREAS, Under the leadership of Executive Director
  William H. Kuntz, Jr., the Texas Department of Licensing and
  Regulation is today the state's umbrella occupational regulatory
  agency, governed by a seven-member commission that is appointed
  by the governor; guided by its core values of integrity,
  accountability, customer service, open and free communication,
  innovation, teamwork, and respect, the department currently
  oversees 26 occupations and industries, with more than 500,000
  licenses, and its mission is to foster a fair and efficient
  regulatory environment and ensure public safety; and
         WHEREAS, For the past century, the Texas Department of
  Licensing and Regulation had demonstrated its commitment to
  becoming the model state agency, earning the public trust by
  setting the standard for customer service, innovation,
  cost-effectiveness, and efficiency, and its contributions to our
  state government indeed merit special recognition; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby commemorate the centennial of the Texas
  Department of Licensing and Regulation and extend to its current
  and former employees and commissioners and all those associated
  with the agency sincere appreciation for their service to the
  Lone Star State; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  the department as an expression of high regard from the Texas
  Senate.
