SENATE RESOLUTION NO. 834
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Rosa L. Mitchell on the joyous occasion of her 90th
  birthday, on May 5, 2009; and
         WHEREAS, Born in Dallas, Texas, on May 5, 1919, Rosa
  Mitchell is the daughter of the late Robert and Bessie Kennard; a
  graduate of Bishop College, she earned master's degrees from
  Prairie View A&M University and the University of Denver, and she
  married John D. Mitchell; and
         WHEREAS, Mrs. Mitchell was a longtime cosmetology
  instructor for the Dallas Independent School District, a
  director of the Cosmetology Institute at Prairie View A&M
  University, and the owner of Just-A-Mere Beauty Boutique; and
         WHEREAS, Over the years, she has held numerous
  professional memberships and earned a host of awards for her work
  in cosmetology and as a teacher; she is a member of the National
  Education Association and has belonged to the National
  Hairdressers and Cosmetologists Association; she twice earned
  the title of Beautician of the Year; and
         WHEREAS, Rosa Mitchell has been privileged to witness
  events many of us only read about in history books; she is an
  active member of Mount Carmel Missionary Baptist Church and
  enjoys the companionship of family and friends; and
         WHEREAS, A beloved and respected member of her community,
  she is noted for her courage, her generous spirit, and her
  enthusiasm for living each day to the fullest; now, therefore, be
  it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby join the family and friends of Rosa L.
  Mitchell in extending best wishes to her and congratulations on
  the grand occasion of her 90th birthday; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  her as an expression of esteem from the Texas Senate.
