SENATE RESOLUTION NO. 954
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Cooke County Judge Bill Freeman on the occasion of his
  retirement after 30 years of exemplary public service; and
         WHEREAS, Bill Freeman has served as Cooke County judge for
  the last eight years; he was justice of the peace for Precinct 1,
  Place 1, from 1979 to 2001; and
         WHEREAS, During his tenure as county judge, the county has
  seen much progress, including construction of a 212-bed jail with
  new offices for the sheriff and justice of the peace and three new
  emergency medical service stations; and
         WHEREAS, The County Courthouse was restored with grants
  from the Texas Historical Commission, and county offices have
  been updated with significant expansion of technological
  services that include high-speed Internet accessibility, a
  website, and credit card payment capability; and
         WHEREAS, Bill Freeman has held leadership positions in
  numerous professional and civic organizations, and he was named
  judge of the year by the State of Texas Justice of the Peace
  Association; he currently serves as vice chairman of the Texas
  Association of Counties Workers Compensation Trust Board and
  president of the Texoma Area Solid Waste Authority and the Texoma
  Council of Governments; and
         WHEREAS, A greatly respected leader in the Cooke County
  community, he has demonstrated a high level of energy, integrity,
  and professionalism, and the citizens of Cooke County will long
  reap the benefits of his commitment and service; now, therefore,
  be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby commend Judge Bill Freeman for his many
  contributions to the citizens of Cooke County both as a justice
  of the peace and as county judge and extend to him best wishes for
  the retirement years ahead; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  County Judge Bill Freeman as an expression of high regard from
  the Texas Senate.
