SENATE RESOLUTION NO. 978
WHEREAS, The Senate of the State of Texas is pleased to
recognize June 7, 2009, as Heroes and Dispatchers Day and the
week of June 7 through June 13, 2009, as 9-1-1 for Kids Education
  Week in Fort Worth; and
WHEREAS, The organization 9-1-1 for Kids is the voice of
9-1-1 public education and caller training, and is endorsed by
the Association of Public Safety Communications Officials, the
E-911 Institute, the National Emergency Numbers Association, and
the National Association of Nine-One-One Administrators; and
WHEREAS, A presidential commission proposed the
establishment of a national emergency number more than 40 years
ago; the American Telephone & Telegraph Company selected the
digits 9-1-1 for the emergency code; the national emergency
number was formally designated by the United States Congress in
1999, and its use was enhanced to include national security in
  2004; and
WHEREAS, More than 200 million 9-1-1 calls are answered
each year in some 6,000 communication centers across the country,
and a growing number of the calls emanate from nontraditional
methods of text messaging; it is essential that children and
persons of all ages become better informed about use of emergency
  numbers; and
WHEREAS, The 9-1-1 for Kids Education Week provides events
to increase public awareness of emergency numbers and how to use
them; the events include the awarding of the 9-1-1 Local Heroes
Medal of Honor, which pays tribute to a young person who used the
  emergency number to save life or property or to report a crime;
the award is also presented to the call taker or dispatcher who
processed the call; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 81st
Legislature, hereby recognize June 7, 2009, as 9-1-1 Heroes and
Dispatchers Day and the week of June 7 through June 13, 2009, as
9-1-1 for Kids Education Week; and, be it further
RESOLVED, That a copy of this Resolution be prepared as an
