SENATE RESOLUTION NO. 1044
         WHEREAS, The Texas Constitution sets forth a declaration
  of rights, "That the general, great and essential principles of
  liberty and free government may be recognized and established";
  and
 
         WHEREAS, Article I, Section 1, of the Texas Constitution
  declares, "Texas is a free and independent State, subject only to
  the Constitution of the United States, and the maintenance of our
  free institutions and the perpetuity of the Union depend upon the
  preservation of the right of local self-government, unimpaired
  to all the States."; and
 
         WHEREAS, Article I, Section 2, of the Texas Constitution
  declares, "All political power is inherent in the people, and all
  free governments are founded on their authority, and instituted
  for their benefit.  The faith of the people of Texas stands
  pledged to the preservation of a republican form of government,
  and, subject to this limitation only, they have at all times the
  inalienable right to alter, reform or abolish their government in
  such a manner as they may think expedient."; and
 
         WHEREAS, The Ninth Amendment of the United States
  Constitution declares, "The enumeration in the Constitution, of
  certain rights, shall not be construed to deny or disparage
  others retained by the people."; and
 
         WHEREAS, The Tenth Amendment of the United States
  Constitution declares, "The powers not delegated to the United
  States by the Constitution, nor prohibited by it to the States,
  are reserved to the States respectively, or to the people."; and
 
         WHEREAS, The Declaration of Independence approved by the
  Second Continental Congress of the thirteen United States of
  America did so eloquently declare, "We hold these truths to be
  self-evident, that all men are created equal, that they are
  endowed by their Creator with certain inalienable Rights, that
  among these are Life, Liberty, and the pursuit of Happiness.";
  and
 
         WHEREAS, Those elected by the people at all levels of
  government should be responsive to the people and renew their
  commitment to defending and upholding the principles inscribed
  in the Declaration of Independence of the United States of
  America, the United States Constitution, and the Texas
  Constitution; and
 
         WHEREAS, The Declaration of Independence of the United
  States of America, the United States Constitution, and the Texas
  Constitution express in no uncertain terms or ambiguity that we
  the people of the United States of America and the State of Texas
  are entitled to the rights bestowed by our God for our mutual
  benefit by His benevolence; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 81st
  Legislature, hereby pay tribute to and reaffirm the rights
  guaranteed to the people of the United States as expressed by the
  Declaration of Independence of the United States of America, the
  United States Constitution, and the Texas Constitution; and, be
  it further
 
         RESOLVED, That the Senate hereby honor those who have
  exercised their rights to free speech, free assembly, and free
  expression in support of our constitutional rights and
  individual liberties.
