No fiscal implication to the State is anticipated.
The bill would amend the Parks and Wildlife Code relating to access to rivers and riverbeds for individuals with physical impairments. TPWD indicates Section 90.002 of the Parks and Wildlife Code generally prohibits driving a motor vehicle in or on a protected freshwater area. The bill would add a new exception to the list of exceptions in Section 90.003 to include individuals with a physical impairment that substantially limits one or more of the major life activities of the individual. To the extent the bill would modify provisions relating to river and riverbed access, no fiscal implication to the State is anticipated. The bill would take effect September 1, 2009.
