No significant fiscal implication to the State is anticipated.

The bill would require the Preservation Board to collect and recycle aluminum, glass, paper, plastic, and other commonly recycled materials from buildings under the board's jurisdiction. 

The agency does not currently collect and recycle glass.  Also, glass is not currently included in the recycling program managed by the Facilities Commission.  The agency estimates the cost to collect and recycle glass from the buildings the agency provides maintenance and custodial services to be $9,408 in fiscal year 2010 and $7,593 in fiscal year 2011.  These buildings include the Governor's Mansion, the Texas State History Museum, and approximately 295 offices in the Capitol and Capitol Visitor's Center.   The majority of these costs would be for additional recycle containers, pick up services, and pest control.  These costs are not included in existing custodial contracts.  It is assumed that these costs could be absorbed with existing resources.
