HB280 by Anchia (Relating to electric utility energy efficiency goals.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 39.905 of the Utilities Code to increase the demand-saving goals of the energy efficiency program. The bill would add Section 39.905(a-1) to establish a goal beginning in 2016 for the energy efficiency program to reduce the total annual energy consumption of this state by two percent each year. The bill would require the Public Utility Commission to adopt rules to align existing rules with the provisions of the bill. The Public Utility Commission estimates this rulemaking would not be necessary until 2014.

Based on the analysis of the Public Utility Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
