LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

April 24, 2009

TO:
Honorable Todd Smith, Chair, House Committee on Elections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB282 by Anchia (Relating to the designation of certain election days as state holidays.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would make certain state-wide voting days into state holidays for state employees. The number of days is estimated to be four per biennium. The direct fiscal impact is estimated to not be significant because state employees would generally either get the day off or work it and get compensatory time. Compensatory time is not paid. If this compensatory time is not used it would lapse in 12 months. There could be some impact in agencies' work output in that their employees would be working on average 16 hours less per year; however, it is assumed no essential services would be endangered.

Local Government Impact

No fiscal implication to units of local government is anticipated.
