The bill would amend the Penal Code to include theft of tubing, rods, and water gate stems valued at less than $20,000 and consisting of at least 50 percent aluminum, bronze, or copper as punishable as a state jail felony.
The bill would take effect on September 1, 2009 and would apply to an offense committed on or after the effective date.
