FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 22, 2009

TO:
Honorable Burt R. Solomons, Chair, House Committee on State Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB366 by Anderson (Relating to creating a task force to review electric energy generation policies and certain permits for operation of electric generation facilities and to study the state's long-term demand for electric generation capacity.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would establish an Electric Energy and Environmental Task Force to review electric energy generation policies, to review permits for operation of electric generation facilities, and to study the state's long-term demand for electric generation capacity. The Task Force would be composed of representatives of the Public Utility Commission (PUC), the Texas Commission on Environmental Quality (TCEQ), the Electric Reliability Council of Texas (ERCOT), and the Texas Water Development Board (TWDB). The bill would require these agencies to provide a representative to serve on the Electric Energy and Environmental Task Force.

Based on the analysis of the PUC, the TCEQ, and the TWDB, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing agency resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
