LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 81ST LEGISLATIVE REGULAR SESSION

March 25, 2009

TO:
Honorable Patrick M. Rose, Chair, House Committee on Human Services

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB415 by Villarreal (Relating to the regulation of employer-based day-care facilities.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 42.151(2), Human Resources Code, by amending the definition of a "small employer" to include an employer with fewer than 100 full-time employees. The definition currently includes those with fewer than 50 full-time employees.

The Department of Family and Protective Services indicates that costs associated with rulemaking and any increase in workload for Child Care Licensing to implement the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
